LEAP (LEADERSHIP IN EQUITABLE PROCUREMENT)

BASIC COMPONENTS OF THE LEAP PROCESS:

  • Complete a Systems Map of the landscape of the procurement process.
  • Conduct interviews of several individuals from each stakeholder group (anchor institutions, Disadvantaged Business Enterprise (DBEs), capital providers, and capacity builders) to get an overall understanding of the local procurement system.
  • Identify blockages in the local procurement system by assembling a working group of local stakeholders. We will facilitate the group to identify the blockages and leverage these points to change the system.
  • Once we identify system blockages and draft system maps, we present this information to a larger group of local anchors, small business owners, capital providers, and capacity builders to review, modify, and adopt. A shared understanding of the blockages and how each group affects the system creates the collaborative environment necessary to address one or more blockages.
  • Interise and a local partner will provide program support for one year, including facilitated convenings to share learnings, successes, and challenges and collect data on progress, outcomes, and impact, facilitating stakeholder collaboration, learning, and accountability.

WHAT TO EXPECT…

Through a series of guided workshops, each group of small business participants works with all stakeholders, including local anchors institutions, procurement officers, small business owners, capital providers, and capacity builders.

To complement the business foundations in the StreetWise ‘MBA’ TM for procurement-based growth, Vivian’s Door will provide seminars on Estimating and Bidding, Bonding, Insurance, and more, using qualified subject matter experts.

Through 2 half day stakeholder workshops, this program addresses blockages to more supplier diversity opportunities at the root cause and does not rely on band aid fixes. Stakeholders (MBE’s. capital providers, procurement officers, and capacity builders work to better understand each other’s perspectives and their role in the procurement system. Then, they can better work together for equitable procurement opportunities and solutions.
